Very rough build here. I've never made monsters before, so feedback is appreciated. Basic goal of the mediator is to keep his teammates alive as long as possible. It'll probably go well with squishy threats like artillery, or if you just wanna annoy the hell outta the PCs, go with a bunch of soldiers.
More to follow. I've a few more ideas but I need to know how many I need to make, just about.

Offhand, I like Pacifying Light. Feels like the sort of power that a peacekeeper cleric should have, pushing people away, etc.
Grammarism: Replace "Pietous" with "Pious".
The aura feels a bit on the strong side. Thoughts from the other tech team ppls? erwin? BJ?
EDIT: Would be ridiculously nasty with soldiers. Tone the aura down maybe? Or tweak into something else? |

At level 9, Resist 5 is easy to overcome. That said, the radius of the aura is too large. Non-striker druids, for example, would need to target away from the aura to deal noticeable damage.
So, either make the aura small (aura 2/3), or turn it into a sustainable encounter burst. Both may even be plausible.
Does it have to be elite? |

I'm with BJ here, the aura is too big, as it actually protect its allies from afar, even when they're hiding
Aura 5 sounds better, or if you like to keep it to 10, maybe making it a power with close burst 10, lasting until end of turn maybe. |

EDIT: Changed to aura 5. I want to put a deactivation clause in there, but I don't exactly know how to word it, so if any of you could point me to any monster with such an aura, it would be greatly appreciated.
Note that initially I wanted the aura to provide healing, though I deemed that too strong. I changed it to tempo hp (so it wouldn't stack with itself) but found it too weak and/or clunky. I don't know why I went with resist; in retrospect, that's stronger than both healing and tempo hp But well, that's why I coordinate with tech. Would a swap to healing be better? What d'you fellas think?
@BJ: I suppose Elite isn't necessary per se, but it did feel right. Mediator status shouldn't be very easy to attain, and so members of the clergy who get that far have considerable abilities. Just out of curiosity, why did you ask? I must admit I see no problem with it being an Elite, but if you do, please do tell me so I can make changes as appropriate. |

Well, to be fair, this is sorta AAS's gig, so I was hoping to hear from him. I don't see him online, though...
I think I can make a couple more by tonight, if necessary. And I'll be keeping them mostly heroic level threats unless I'm told otherwise. |

Well, I imagine Ilawith is best as a low-heroic city.
With regards to who's running the Ilawith gig, the restructuring made it clear that once flavor is complete, it gets passed to tech team. |
