There has been a recent string of rather public vampiric attacks and vampires rampaging openly, all of which has been dealt with quickly and and cleanly. However the number of these incidents are rapidly growing, threatening the Masquerade. After it investigations, the different councils have learned that these incidents are by a substance know as "Red Dust", a red, powdery substance that acts a narcotic to vampires, it also can, and usually does, cause the users to enter into sudden violent episodes.
To get the situation under control the different vampire councils have decreed the use, sale, or possession of Red Dust as a punishable offence. Meanwhile, representative from the various vampire councils in Manila meet to discuss what can be done about the Red Dust problem
