Well, with a new block coming in and some guys beginning to play competitively, I propose that the org allocate some funds to acquire utility cards for general use. 'Utility,' in this sense meaning general purpose cards that fit in a variety of decks. As an example, Kitchen Finks is a great fit in aggro, control and midrange decks as it fulfills many roles. In the upcoming Shards of Alara, the tricolor taplands and the charms can be considered 'utility.'

I propose that we set aside a HGC card pool that contains playsets of these cards and allow any person in the org to borrow cards from it. We could probably set a log of who borrowed what cards and, in exchange, the people who borrow cards must donate some cards to expand the card pool. Or we could just let people borrow whenever they choose but the power level of the cards per person must be balanced. (For example, suppose a person who borrows a playset of Underground River, Adarkar Wastes and Kitchen Finks also wants to borrow a set of Wrath of God. But another person who has only borrowed a set of Mulldrifter also needs the Wrath. The other person should get priority as he has not borrowed 'powerful' cards in comparison to the other player.)

Implementation:

1. Drafting: Looking at the Eventide drafts, it showed that by organizing Limited formats, we can expand the players' card pools. Copies of Figure of Destinity, Stillmoon Cavaliers, and other sought-after cards emerged in HGC binders after such drafts. The benefit of hosting these events is that we can actually use the Limited-only cards once before disseminating them amongst the org. Now, my idea is that the org can shoulder half of the cost of running the draft but, in exchange, players can only keep part of what they draft as reward. For instance, the Top 4 players can choose and keep 50% of their drafted cards, while the next 4 get 25% and so on. Admittedly, this is a quite expensive method to expand the card pool...

2. Singles: This is the method that might be more effective in acquiring utility cards and the main reason I proposed this just before Shards of Alara is released. While the block is still fresh and new, the prices of cards are inherently unstable. I suggest that we take the time to acquire utility cards while the prices are still somewhat negotiable i.e. smackable. We can also acquire complete playsets of utility cards as compared to drafts that will probably yield only some usable cards and dozens of useless (Constructed-wise) cards. A thousand pesos from the org, for instance, will go a long way in acquiring decent cards while they are still cheap.

Benefits:

1. It provides greater incentive for MtG players to apply to our org, apart from a venue to play MtG. From the recent batch of applicants, I could not help but notice that only a few from the Phil. Science group actually applied. That's something, considering that out of a dozen only two or three actually applied. Well, why? IMO, it probably had to do with the perceived benefits from applying to the org. After all, why should they apply when they can just play in their own circles and just wander in our area when they need a trade/playtest? But by creating a collective card pool, maybe we can entice the more competitive players out there to apply to the org... which leads to the next point...

2. It encourages the more casual players to play MtG. Let's face it, MtG is expensive - with decent decks ranging from PhP 500 to PhP 1,000, and more competitive decks costing many times more. Now, with the proposal, more utility cards can be supplied to the players and, as such, people do not have to invest as much to make a decent caliber deck. We can make the org metagame thrive, as people do not have to invest in a single deck since they have the utility pieces for different decks.

3. It aids the competitive HGC players in their constructed tournament attempts. A great example of how the org card pool should work is when many HGC guys played in the FNM. The pooled resources helped the players to create optimized decks, and as such, led to players garnering decent standings in the tourney. In addition, it gained the org some free advertising among the non-HGC UP players, as the tourney progresses. (Many players were quite amused with the Deck ng Bayan story, for example.)

Well, that's it. Admittedly, there are many flaws with the proposal but with people poking holes at it and dissecting it, it could probably be made into a decent project. So, feel free to criticize and/or refine this proposal. Very Happy

Good idea, actually. I suggest that this be done. Perhaps alumni can also step in and take advantage of the pool as a sort of alumni benefits program? Very Happy

I don't particularly mind but I suggest someone nearer to UP (i.e. oghma) should carry it, in case of last-minute borrowings. I recommend we shell out/or acquire an old binder to simplify things.

Possible implementation:
*Cards are sorted into tiers. Each tier costs the same number of points to borrow from. The six tiers are:

Tier 0: Cards that no real Constructed player should ever have to put in his deck. Generally, Limited-format-only cards and crap commons are here. (Examples: Dawnfluke, Neck Snap, Mass of Ghouls)

Tier 1: Decent commons and uncommons that are the backbone of every basic Constructed deck. Price ranges from 1-10. (Examples: Oblivion Ring, Puncture Blast, Snakeform)

Tier 2: Somewhat powerful uncommons and commons that are used in tourney decks. Includes the crap rares that may inevitably enter the card pool. Price ranges from 10-50. (Examples: Cancel, Dream Fracture, Pollen Lullaby, Creeping Mold)

Tier 3: Cards that are generally used in multiple tourney decks, either as sideboard cards or maindeck. Price ranges from 50-100. (Examples: Shriekmaw, Firespout, Wall of Roots)

Tier 4: The utility cards that are the mainstay of tourney decks either as centerpieces or provide the foundation for such decks. Price ranges from 100-300. (Examples: Painlands, Loxodon Warhammer, Kitchen Finks, Troll Ascetic, Primal Command)

Tier 5: The power cards that define the metagame. Any serious Constructed deck contains one or more of these cards. Price ranges from 300-x, where x is the amount of money you are willing to spend to win at a card game. (Examples: Bitterblossom, Mutavault, Garruk Wildspeaker, Chameleon Colossus, Thoughtseize, Wrath of God)

*To be able to borrow from the card pool, HGC members must initially donate 4 points worth of cards. They are then eligible to borrow up to 8p worth.
*After donating the initial amount, people can donate more cards to the pool for a 1:1 limit increase. Ergo, the more one donates to the pool, the more cards he can borrow. (For instance, if you donate 10p worth of cards after the initial donation, you can borrow up to 18p of cards. 10p donated + 8p initial)

Any thoughts? Other suggestions include requiring deposits and collateral so that the guys won't be tempted to run away with the cards and a log where we record the various borrowers. Oh, and the org should probably shell out for a big binder, as BJ said.

One question: What if I donated ex-standard cards which have only recently been converted to such (i.e. Time Spiral block cards), will they still count points?

It would be better to accept cards that would last until next year, so I think we shouldn't accept any TS and Coldsnap block cards. However, once a person has donated, the total points should be constant. I think as a general rule, cards from the oldest block will no longer be accepted in the pool, to prevent people from funneling soon-to-be-obsolete cards.

I think Julius plays Vintage, but the tourneys are practically non-existent. And if you play in Extended anyway, Standard cards are still used, so...

Guys, better get the contact number of Jay, one of our alumni, he has the org's card pool, if I am not mistaken he was the one in charge of the cards during BJ's reign as of sec gen.

Basically, that one flopped. Crying or Very sad We seperated the cards to those who paid for it.

I think you guys have a better chance of pulling it off, due to that tier system...

Actually, I think the card pool needs the clause that cards in the pool are org property. Donations are welcome, of course, but don't expect to see those cards again.

To start with we can use a bit of the org funds. Later on we sell cards in the pool and use the money from that to purchase new ones. Now I know we get diminishing returns on that, but hopefully, with enough contributions, we'll be able to sustain it at a functional level.

I believe Q and mnightsilver had an idea of others renting the cards (with money of course), instead of borrowing them, in addition to the point system.
Don't know the exact details though, Q will probably post it here a few days from now.

About that... The major thing I'm considering is whether to consider the cards as a donation or a rental. The two systems developed for the card pool are:

Rental -- those who want to access the pool must trade in cards equal to the total points he/she wants to borrow and pay a small fee to rent the cards. The cards traded into the pool are still considered that person's property and he/she can return the borrowed cards to get his original cards.
(Example: Z wants to borrow a playset of Wrath of God, a tier 5 card, for a total of 20 points. He pays the scaling rental fee of P20~30 and puts 4 Reflecting Pools into the card pool. Now, after renting the cards, Z can choose to get his Reflecting Pools back by returning the Wrath of God he borrowed. The money, on the other hand, is now in the org coffers, and is waiting for the next block to arrive.)
Advantages: This system encourages people to add more cards to the pool, making it easier for people to acquire playsets of powerful or obscure cards. Rather than letting that single Divinity of Pride rot in your trade binder, people would rather add that card to the pool to obtain cards they actually need; thus, making deck creation easier for the org.
Disadvantages: This system takes a lot of maintenance and management. From tracking who-owns-what-card and who has that card right now, it's a pain to actually implement. Using this system, we would actually need to acquire a log book to use it.
In addition, the system requires constant money to fuel it. Despite the necessarily small rental fee, it simply can't be sustained by itself alone. Allocating more funds to this might be detrimental to the org.

Donation -- those who want to access the pool must donate a set amount of cards (or pay around P50~100 every block) to gain access to the pool. Each person starts out with 8 points to borrow cards with. After paying/donating the initial cost, people can increase their borrowing limit by donating more cards to the pool for a 1:1 increase. Cards donated are now considered org property and can't be taken back by their previous owner.
After the second expansion of the newest block, the oldest cards (i.e. cards that will rotate out next) are sold in a sale to boost the card pool's budget for the next expansion.
(Example: Z wants to borrow a playset of Wrath of God, a tier 5 card. First, he pays the registration fee of P50~100 and donates 4 Mulldrifters, a tier 1 card, to the card pool. As with every new registrant, he has initially 8 points. Noting that the playset of Wraths requires 20 points, he donates a set of Firespout, a tier 3 card, for a total of 12 points to the card pool. Now he has a maximum borrowing limit of 20 points, just enough to get that Wrath of God. If, for some reason, Z really wanted his Mulldrifters or Firespout back, he can't because it's now the property of the org.)
Advantages: The card pool can only expand using this system. With people required to donate more to borrow more, the pool will inevitably be filled with various cards. With the sale of soon-to-be phased out cards, the pool can be sustained by merely increasing the registration fee or by adding a small amount of cash per new expansion.
Disadvantages: While the system itself is designed to forcefully expand the card pool, the main problem is that there is little incentive for people to donate more cards after they have reached a certain threshold. For instance, if the only cards I needed were a set of painlands, I only need to donate 12 points worth of cards to the pool. After that, I don't need to do anything more. Essentially I can trade 20 Mulldrifters for a set of Adarkar Wastes. Exclamation One solution is to make the registration required[b] after each new expansion but that complicates matters a bit -- after all, if you have to consistently invest cards and cash to the pool just to be able to borrow some cards, it might be a better idea to actually buy the cards you want.


[b]Combination
: Basically, it's a combo of the Rental and Donate programs. People are required to pay an initial fee and donate a set number of points to be eligible to borrow cards from the pool. Each person starts out with 8 points. By adding cards to the pool for a set amount of time, you can increase the maximum points you can borrow. You still keep the cards but you can't touch them until after the set time comes. The cards you borrowed and the length of time you want to borrow them defines your rental fee. At the end of the set time, your cards and the org's cards return to their respective places.
(Example: Z wants to borrow a set of Wrath of God, a tier 5 card. He pays the required P50~100 registration fee and donates 4 Mulldrifters to the pool. He now starts out with 8 points, 12 points shy of that Wrath of God. He adds 4 Firespouts to the pool, getting a total of 20 points of borrowing privilege. He then borrows the Wraths for 2 weeks, so he pays a rental fee of P40 (20p x 2w.)
The Firespouts he added to the card pool can only be borrowed until the day he returns the Wraths; meaning the cards are good for borrowing only while Z has the Wraths. The standard day for returning cards is Thursday; Z must return his Wraths on the next-next-Thursday and anyone else that borrowed his Firespouts must return it on that same day.)

Here's the final proposal by the way. I'll bring a hard copy around the tambayan so people can take a look at it.

Registration:
*To borrow cards from the org card pool, one must first be a UPHGC member. In addition, he must pay a registration fee of PhP 25 and donate 4 points (see Tiers below) worth of cards to the pool. The donated cards are then considered org property and can not be taken back.
*After registering, each member has a starting limit of 8 borrowing points (BP). He can use all or none of it on any card or combination of cards that is available in the pool. For each borrowing, deduct from your BP the total number of points from the cards you borrowed. You can’t borrow more than your remaining BP. When you return the borrowed cards, you regain your BP.
*When a new Standard-legal MtG expansion is released such as Lorwyn or Morningtide, all people must re-register to be qualified to borrow cards from the pool. (Sets such as Unhinged are not counted for the purposes of re-registration.)


Borrowing cards:
*Step 1: Select the cards you want to borrow. Cards are lent/borrowed on a First-Come-First-Served basis. Calculate the number of points by tier and compare it to your remaining BP. If you don’t have enough BP, you can increase it by lending cards to the pool. (see Lending cards)
*Step 2: Fill up the logbook with the names of the cards and the total copies borrowed as well as the amount of time you will be borrowing them. If you lent cards to the pool to get the BP to borrow the cards, note that you can’t borrow cards for a time greater than the lent card’s return date. Also note that weeks are the units used for borrowing and that cards are returned on Tuesdays e.g. borrowing for one week means borrowing until the next Tuesday. Although other people can get away with returning cards on Wednesdays… (see I’m a lazy bastard and… below)
*Step 3: Pay the borrowing fee to any FINCOM member. The general formula is Fee = (Total Number of Points) x (Number of Weeks borrowed), so a person borrowing 20 points of cards for one week must pay a borrowing fee of PhP20.
*NOTE: Failure to return the cards on the return day will merit a fine equal to the borrowing fee for each day that the cards are not returned. (see I’m a lazy bastard and… below)


Lending cards:
*Lending cards is a method to temporarily increase your BP. By allowing other members to borrow your cards, you increase the total number of cards you can borrow at one time. The total number of points of the cards you lent to the pool is added to your BP; Taking back the cards also removes the extra BP they granted you. (Don’t forget that all registered members have a base BP of 8 points, so you can still borrow cards without lending any to the pool.)
*Step 1: Select the cards you want to lend to the pool. Calculate the total number of points and give the cards to any FINCOM or EXECOM member to add to the pool.
*Step 2: Fill up the logbook with the names of the cards and the total copies lent as well as the amount of time you will be lending them. As with borrowing cards, the base unit of time is the week and the default return day is Tuesday. Please be definite in the amount of time, ‘a thousand weeks’ is acceptable; ‘until I need them’, on the other hand, is troublesome.
*Step 3: When the set time comes, just pick up your cards from any FINCOM or EXECOM member. Cards not picked up within two weeks of the return date are then considered org property (see I’m a lazy bastard and… below)


Returning Cards:
*As a general rule, borrowed and lent cards are both returned on Tuesdays. Although there may be certain cases where cards can be returned on Wednesdays. (see I’m a lazy bastard and…)
*When borrowing or lending cards, it is assumed that the cards are returned on the Tuesday n weeks from when you borrowed them, where n is the number of weeks you wrote on the logbook. In the sad case that you borrowed cards on a Monday, you’d have to return it the next day if you only borrowed them for one week.

Tiers:
*Cards are sorted into tiers. Each tier costs the same number of points to borrow from i.e. borrowing a Tier 3 card costs 3 points, borrowing a Tier 2 card and a Tier 4 card costs 6 points etc.
The six tiers are:

Tier 0: Cards that no real Constructed player should ever have to put in his deck. Generally, Limited-format-only cards and crap commons are here. (Examples: Dawnfluke, Neck Snap, Mass of Ghouls)

Tier 1: Decent commons and uncommons that are the backbone of every basic Constructed deck. Price ranges from 1-10. (Examples: Oblivion Ring, Puncture Blast, Snakeform)

Tier 2: Somewhat powerful uncommons and commons that are used in some tourney decks. Includes the crap rares that may inevitably enter the card pool. Price ranges from 10-50. (Examples: Murderous Redcap, Cancel, Dream Fracture, Pollen Lullaby, Creeping Mold)

Tier 3: Cards that are generally used in multiple tourney decks, either as sideboard cards or maindeck. Price ranges from 50-100. (Examples: Shriekmaw, Firespout, Wall of Roots)

Tier 4: The utility cards that are the mainstay of tourney decks either as centerpieces or provide the foundation for such decks. Price ranges from 100-300. (Examples: Painlands, Loxodon Warhammer, Kitchen Finks, Troll Ascetic, Primal Command)

Tier 5: The power cards that define the metagame. Any serious Constructed deck contains one or more of these cards. Price ranges from 300-x, where x is the amount of money you are willing to spend to win at a card game. (Examples: Bitterblossom, Mutavault, Garruk Wildspeaker, Chameleon Colossus, Thoughtseize, Wrath of God)

I’m a lazy bastard and…
*I forgot to return the cards I borrowed to the pool: Congratulations. You get to pay a fine equal to the fee you paid to borrow the cards per day that you fail to return the cards (not counting weekdays and holidays). The main reason that this fine is imposed is to force people to be punctual with the cards that aren’t actually theirs. After all, you’re not the only one who might want to borrow them. Oh, and failure to return the cards at all, will grant you a suspension from the pool until the next expansion.
*I took my time taking back the cards I lent to the pool: No problem. Just pick them up whenever you feel like it. Or not. After a set period of time (two weeks) from when you lent them to the pool, the various fungi and bacteria in the org binder will lock the cards in place, preventing you from retrieving them. No, really. The point of the org pool is to keep the cards constantly moving to people who actually need them. While the cards you lent are still technically in the pool, we aren’t that unmindful to lend it to people when you might pick them up at any time… which means that no one can actually borrow them.
*I lost the cards I borrowed! Now, this depends on whose card it was. If it was the org’s, you can probably get away with just replacing them. If it was someone else, on the other hand, you’ll have to talk it out with them.
*I failed to re-register since the new block/set. Can I still borrow cards? No.
*I don’t want to write in the logbook: *sigh* Look, you’re not a kid anymore. You don’t need people to wipe your ass for you nor to write for you. A little wristwork and you can get your shiny new cards. And I’m assuming that this is just because of pure laziness, not of sheer stupidity. It makes things a lot easier for everyone involved, so exercise some of those wrist muscles and write it.
*I can’t count the total number of points: Here’s a simple explanation. Each card has a tier. That card costs BP equal to its tier. So a tier one card costs 1 BP and a tier four card costs 4 BP. Multiple copies add up, so four tier ones cost 4 BP. Simple, right?
*It’s impossible to return the cards on Tuesdays: Appeal this to any EXECOM dude. They might take pity on your circumstances and give you a break, or not. Note that if you have classes the whole day on Tuesdays (meaning no breaks), you can probably get away with returning them on Wednesdays.

Card Pool Mechanics

Tier Registration:
To borrow cards from the card pool, one must first acquire borrower’s points (BP.) BP is equivalent to the total number of tier points of the cards you lent to the card pool. Without BP, one must resort to renting each card from the pool. Follow these procedures when lending cards to the card pool:

1) Select the highest tier you wish to borrow cards from. You can only borrow cards from that tier and lower tiers. Choose cards you want to lend from that tier and a tier one rank lower than that whose total point values equal the point values of four cards from that tier. The tier you chose to borrow from is now considered your Tier Ranking. This ranking can change if you lend cards for a higher tier.
For example, Z wants to borrow cards from Tier B. Tier B has a point value of 3 so Z should lend cards from Tier B and Tier C (a tier one rank lower) whose total points are equal to or greater than 12. He can lend four B cards, six C cards or any combination of B and C cards to meet that value. Now, Z has a Tier Ranking of B which determines which tiers he can borrow from.

2) Fill up the card pool logbook with the following data: Name, Cards lent, Date lent and total points lent. Give the cards you want to lend to any FinCom or MemCom member.

3) The cards you lent are now in the card pool for a minimum duration of two weeks starting from the date you lent them. You retain ownership of the cards and can still remove it from the pool before the two weeks are up if you wish so, but doing so will be considered a breach of contract and will grant you a one-week suspension from the card pool. (Note that you can still borrow the cards you lent to the card pool. See Borrowing cards below.)

4) You now receive BP equal to the total points of the cards you lent to the pool. You can use this to borrow cards as long as the lent cards are in the pool. Following the previous example, Z should now have 12 BP and a Tier Ranking of B. He can use his BP to borrow cards from Tier B, C and D. (Z can’t borrow cards from Tier A as his tier ranking is less than A. Z can change this by lending cards to register for Tier A.)

5) To retrieve your cards after the two weeks have passed, simply fill up the logbook and ask any FinCom or MemCom member to confirm it. The cards you lent will be returned to you and the BP you gained from lending the cards are removed. If you have other cards you lent to the pool, you still have the BP from it.


Borrowing cards (Member):
To borrow cards from the card pool, you must first have BP and a Tier ranking. (See Tier Registration above.) Follow these steps to borrow cards if you are a registered member of the card pool:

1) Select the cards you want to borrow. Note that you can only borrow cards from tiers less than or equal to you Tier ranking. Compute the total point value of the cards. Compare the result to your remaining BP. You can only borrow a number of cards whose total points are less than or equal to your BP. For example, Z has 12 BP and a Tier ranking of B. He can only borrow cards from Tiers B, C and D. Since he has 12 BP, he can borrow 4 B cards, 6 C cards, 12 D cards, 2 B cards and 2 C cards, or any combination of cards whose points are lower than or equal to 12.

2) After selecting the cards, fill up the card pool logbook with the following data: Name, Cards borrowed, Date borrowed, total points of the cards borrowed and remaining BP (deduct the points of the cards you borrowed from your BP.) Ask any FinCom or MemCom member to confirm this. For example, Z wants to borrow a B card, a C card and a D card. The total points of the cards are 6. So, Z has 6 remaining BP.

3) The cards you borrowed are now in your possession for a duration of three days inclusive of weekends and holidays. You can return the cards before the designated time but not after. Failure to return the cards on the designated time for any reason is considered an offense for the org and a case will be filed in the Office of Student Affairs. Of course, you can appeal your case to any ExeCom member before the case is filed. You can choose to extend the return date by paying an extension fee (see Tiers above), however you can only extend this by a maximum of four days.

4) To return the cards, simply fill-up the logbook and ask any FinCom or MemCom member to confirm. The BP you used to borrow the cards are restored. You can use the BP to borrow other cards. Note that the cards must be in good condition when returning it. If there are significant damages to the cards, you must replace them will copies of the same card or pay the card value of the card plus 10%.


Borrowing Cards (Non-member):
To borrow cards even if you are not a registered member of the card pool, follow these steps:

1) Select the cards you want to borrow. For each card in the pool that you want to borrow, you must replace it with a card from the same tier. Those cards are considered a deposit and are the property of the org until you return the cards.

2) Fill up the card pool logbook and pay the rental fee per card to any FinCom member.

3) The cards you borrowed are now in your possession for one day only. Failure to return the cards for any reason will merit a case before the Office of Student Affairs.

4) To return the cards, simply fill-up the logbook and ask any FinCom or MemCom member to confirm. The “deposit” cards are now returned to you. Note that the cards must be in good condition when returning it. If there are significant damages to the cards, you must replace them will copies of the same card or pay the card value of the card plus 10%.
