You may want to check out the D20 Future Tech expansion with one option roughly titled "Mecha as Walking Tanks", which may be the route you want to go (Mecha strength distinct from character strength, etc)

Fluff inspired/taken from SC wiki

The antique CMC-200 Powered Combat Suit is no longer used by marines, but rather ends up in the hands of law enforcement such as colonnial militia. it has the following features:
*Environment Seal allows the wearer up to 8 hours of artificial atmosphere. Canned air, so to speak. Weight 20lbs

The CMC-300 Powered Combat Suit is the standard issue armament of Marines. A leap forward from the CMC-200, the CMC-300 model, in addition to those of its predecessor has the following known features and upgrades;
*Aural Directional Enhancers: Provides a +2 equipment bonus on Listen Checks.
*Shoulder and Chest Illuminators: Bright Light of up to a 40ft cone when turned on. Adjustable. The spectrum is determined via voice activation
*Mufflers which reduce the ammount of noise the suit makes and the user's heat signature.
*Structural Support: Provides a +4 equipment bonus to Strength.
Weight 20lbs.

The CMC-400 Powered Combat Suit is a relatively new model. It is known to feature an in-field stim pack system. Based on observations, it appears to be a heavier model and thus provides more protection, albeit without the inclusion (or effective use) of mufflers. In addition, a more sophisticated, if exposed servo system is used, theoretically allowing the suit greater flexibility. The visor colour has also changed from black to gold.Weight 40lbs

The CMC-405 Light Combat Suit is presumably a scaled down version of its CMC-400 predecessor, serving as the standard issue armor of Medics. It has the following known features;
*Aural Directional Enhancers: Provides a +2 equipment bonus on Listen Checks.
*Environment Seal allows the wearer up to 8 hours of artificial atmosphere.
*The CMC-405 is so light, that this heavy armor only reduces your movement speed by 5ft. (It is still considered Heavy Armor).
Weight 10lbs

The CMC-660 Heavy Combat Suit is the standard issue suit of Firebats. Heavier, more durable and far more heat resistant than than its counterpart models. , the Heavy Combat Suit provides additional protection (indicated by the increased hp). Possessing the same features as the CMC-300 model (albeit with stim pack compatibility), it features special systems to protect its user from the plasma and flame wielded.
*Environment Seal allows the wearer up to 8 hours of artificial atmosphere.
*Aural Directional Enhancers: Provides a +2 equipment bonus on Listen Checks.
*Structural Support: Provides a +4 equipment bonus to Strength.
*Provides Resistance to Fire 5.
Weight 50lbs

**********

EDIT Log:
020308:Increased Armor Weights. Lightest is still the high-Tech CMC-405 for Medics (alloy is so light, it's only 10lbs total). Heaviest is still the CMC-660, now at 50lbs. Purchase DCs lowered as a result. Note the changes.

Looking good so far. For the sake of plausibility though, you may want to increase the weight of the armor. It looks far too light at the moment, especially when compared to portrayal of marine armor as uberheavy. maybe 20lbs for the lightest of the tactical, all the way up to 50 for the heaviest. This will hopefully be balanced by the strength enhancement provided by these armors.
