You transfer an enchantment from a magic weapon to a mundane one. So technically this will work if at least one of the weapons transferred to is mundane.

Actually, you can transfer a magic item enchantment (assuming the new item is rules-legal) onto another lower-level magic item. But incidentally, that also means that the lower-level enchantment is lost.

we solved that problem with "you find this piece of dagger lying around the ground. You could now use it as another weapon to which you could transfer the magic item property."

He was dirt poor btw, gold-wise, that's why he couldn't afford to buy any weapon. He had to loan money from his partymates to able to transfer the magic enhancements.
